The Government of Pakistan, through its commitment to digital transformation and consumer empowerment, has officially launched the “Apna Meter Apni Reading” App Scheme 2025. This new initiative is aimed at enhancing transparency and giving electricity consumers more control over their monthly billing. This program is being rolled out under the umbrella of reforms in the energy sector to reduce overbilling complaints and improve customer service standards.
The “Apna Meter Apni Reading” scheme is a consumer-friendly system that enables electricity users to submit their own electricity meter readings through a dedicated mobile application or web portal. By submitting their own meter readings before the billing cycle, consumers can ensure that they are charged based on actual consumption, not estimated units or delayed meter checks.
This initiative has been launched in collaboration with major distribution companies (DISCOs) across Pakistan and is being rolled out in phases during 2025, starting with urban areas and gradually expanding to rural regions.
To participate in the scheme, follow these simple steps:
Download the App
Register Your Account
Enter Meter Reading Details
Input the current reading from your meter
Upload a clear image of your meter as visual proof
Submit Before the Due Date
The app will show the last date for self-submission (usually 2–3 days before DISCO’s reading date)
Late submissions will not be accepted for billing in that month
Receive Confirmation
Who Can Use This Scheme?
This facility is currently available to:
The scheme is not yet available for industrial or high-voltage consumers, but future updates may include more user categories.
The “Apna Meter Apni Reading” scheme is an official policy endorsed by the Ministry of Energy (Power Division) and executed by regional Electricity Distribution Companies (DISCOs). The app is being managed and monitored under the supervision of NEPRA (National Electric Power Regulatory Authority) to ensure data integrity and billing transparency.
The government has also issued directives to DISCOs to resolve overbilling complaints promptly and ensure consumers are guided properly about the new scheme.
The government has also announced big discounts in electricity rates for low-use families:
| Units Consumed | New Discount Rate |
|---|---|
| 1 – 100 Units | 56% Discount |
| 101 – 200 Units | 48% Discount |
The Apna Meter Apni Reading App Scheme 2025 is a progressive step toward empowering electricity consumers in Pakistan. By giving users the ability to submit their own readings, the government aims to eliminate overbilling, enhance transparency, and encourage public participation in digital services.
Consumers are advised to download the app, understand their billing cycle, and begin using this feature to ensure they are only charged for actual usage — no more, no less.
