Punjab’s cabinet has sanctioned a Rs.15 billion Wheat Support Fund that will be directly distributed among 5.5 lakh registered wheat farmers via the Punjab Kisan Card. The EWR system (Electronic Warehouse Receipt) is a digital innovation that allows farmers to:
Store wheat in government-approved warehouses
Receive an EWR chit certifying quantity & quality
Use the chit as collateral for quick loans
This system brings accountability, traceability, and ease of access to finance.
Using the EWR chit, farmers can approach designated banks to receive a loan worth up to 70% of the wheat’s value, processed within 24 hours.
Immediate liquidity post-harvest
Protection against urgent selling at low prices
Loans without selling assets or land
Example: If a farmer stores wheat worth Rs. 2 lakh, they can get a loan of Rs. 1.4 lakh in a single day.
To stabilize wheat demand and reduce flour prices, the government will offer markup subsidies on loans worth Rs.100 billion to:
Flour mills
Green license holders
This will:
Encourage bulk procurement of wheat
Stabilize market prices
Reduce flour inflation for consumers
To modernize wheat storage infrastructure, the Bank of Punjab will provide loans for:
Renovating existing warehouses
Building new grain storage units
Purchasing storage equipment
